Huge study: 5 mental disorders share genetic links

WASHINGTON (AP) ? The largest genetic study of mental illnesses to date finds five major disorders may not look much alike but they share some gene-based risks. The surprising discovery comes in the quest to unravel what causes psychiatric disorders and how to better diagnose and treat them.

The disorders ? autism, attention deficit-hyperactivity disorder or ADHD, bipolar disorder, major depressive disorder and schizophrenia ? are considered distinct problems. But findings published online Wednesday suggest they're related in some way.

"These disorders that we thought of as quite different may not have such sharp boundaries," said Dr. Jordan Smoller of Massachusetts General Hospital, one of the lead researchers for the international study appearing in The Lancet.

That has implications for learning how to diagnose mental illnesses with the same precision that physical illnesses are diagnosed, said Dr. Bruce Cuthbert of the National Institute on Mental Health, which funded the research.

Consider: Just because someone has chest pain doesn't mean it's a heart attack; doctors have a variety of tests to find out. But there's no blood test for schizophrenia or other mental illnesses. Instead, doctors rely on symptoms agreed upon by experts. Learning the genetic underpinnings of mental illnesses is part of one day knowing if someone's symptoms really are schizophrenia and not something a bit different.

"If we really want to diagnose and treat people effectively, we have to get to these more fine-grained understandings of what's actually going wrong biologically," Cuthbert explained.

Added Mass General's Smoller: "We are still in the early stages of understanding what are the causes of mental illnesses, so these are clues."

The Psychiatric Genomics Consortium, a collaboration of researchers in 19 countries, analyzed the genomes of more than 61,000 people, some with one of the five disorders and some without. They found four regions of the genetic code where variation was linked to all five disorders.

Of particular interest are disruptions in two specific genes that regulate the flow of calcium in brain cells, key to how neurons signal each other. That suggests that this change in a basic brain function could be one early pathway that leaves someone vulnerable to developing these disorders, depending on what else goes wrong.

For patients and their families, the research offers no immediate benefit. These disorders are thought to be caused by a complex mix of numerous genes and other risk factors that range from exposures in the womb to the experiences of daily life.

"There may be many paths to each of these illnesses," Smoller cautioned.

But the study offers a lead in the hunt for psychiatric treatments, said NIMH's Cuthbert. Drugs that affect calcium channels in other parts of the body are used for such conditions as high blood pressure, and scientists could explore whether they'd be useful for psychiatric disorders as well.

The findings make sense, as there is some overlap in the symptoms of the different disorders, he said. People with schizophrenia can have some of the same social withdrawal that's so characteristic of autism, for example. Nor is it uncommon for people to be affected by more than one psychiatric disorder.

'Fairy tale': Team slays giants, wins over Dalai Lama

BRADFORD, England --?It is the sort of "fairy tale" story that sounds made for Hollywood.?

Led by the unlikeliest of heroes, a passionate team of underdogs emerges from the shadow of near-bankruptcy to go an improbable winning streak, eliminating a series of big-name (and huge-budgeted) rivals and bringing hope to their poverty-stricken hometown.

But the real-life story of Bradford City Football Club might be too unbelievable for even the most cliche-loving studio exec who's watched "Hoosiers" and ?"The Bad News Bears" one too many times.

Assembled for just $10,000, the team's extraordinary exploits?have spirits soaring in the Yorkshire city and far beyond.

Currently?lying in 79th place out of the 92 top clubs in England, Bradford City?will on Sunday contest a national cup final after a succession of thrilling, giant-killing triumphs over teams including Arsenal, the London-based club?valued at $1.5 billion last year.

One of Bradford's biggest stars was stacking shelves in a local supermarket not long ago. Now James "Big Jim" Hanson will find himself playing in front of 90,000 fans at London's iconic Wembley Stadium and a television audience of millions.

A representative of the Dalai Lama even wrote a letter to say the exiled Tibetan religious leader wished Bradford City's fans "every success in the big match."?

Lying in wait for "The Bantams" will be?Swansea City, currently eighth in the top English league, and its star striker, Miguel Michu.

Michu is third in the Premier League in goals this season and Swansea's manager has warned rivals it would take $47 million in compensation for the club to let him leave. By contrast, Bradford are currently 11th in the fourth level of English professional soccer.

Mark Lawn, Bradford City's co-chairman, can hardly believe the transformation in fortunes that has seen Bradford reach the?Capital One Cup?final -- a competition traditionally known as the League Cup.

The self-made businessman put money into the 110-year-old club to help it survive after debts of about $55 million saw it threatened with bankruptcy at least twice. It has been "a labor of love" that at times prompted him to question his own sanity.

'We've created history'
Lawn, 52, recalled vomiting on the team bus on the way back from a defeat at Morecambe amid fears the club was on the verge of financial collapse. After another loss, his car was attacked by angry Bradford City fans.

"It's not really sunk in," Lawn said. "We are the only fourth-tier team to get to Wembley ever. We've created history. The town is buzzing. It's amazing ? it's just lifting the town."

"It's nearly got me believing in God again. I lost faith in God or religion in general when I lost my mother and father," he added. "I thought if we win then there's got to be summat ('something' in the Yorkshire dialect). I've said if we did do it, I will look at finding religion again."

Sitting in the club's 1911 room --?named for the year the club last won a major trophy?-- Lawn played down his team's chances.

"I just hope Swansea are easy with us ? They are a great side," he said. "I think they'll beat us, being realistic. But it's not about that for Bradford fans and Bradford City."

Once a thriving industrial city, Bradford is now?one of the most deprived places in the U.K.?Nearly a?quarter of all households are jobless, long-term?youth unemployment rates are soaring, local government spending?is being cut dramatically.

Lawn grew up in Bradford's rundown Thorpe Edge area, where many houses are owned by the local government and rented out cheaply, and recalled as a child sneaking in to watch the team play without paying.

Thorpe Edge is a place with few reasons to celebrate. Annice Brearley, an outreach worker at?Thorpe Edge Community Project, runs a program for children in which they wash cars and pack bags in local stores to raise money for trips to parts of England they would otherwise be unable to visit.

The neighborhood, she said, was "not a wealthy place ? there's a lot of people who don't have much."

But Brearley, 46, said that the team's soccer success has "nobody thinking about stuff like that."?She spent 11-and-a-half hours in line to buy a ticket for the final.?

"It's something like 102 years since anything good like this [the 1911 cup win] happened in Bradford," she said. "Nobody thinks Bradford City is going to lose. We're all really positive. It will be a brilliant day."

Not far from Thorpe Edge is the small Co-operative supermarket where hometown hero Hanson stacked shelves for two years before joining the club in 2009.?

"He used to work at the Co-op" has become a chant among supporters.

Staff at the Co-op supermarket in Idle Village, Bradford -- Elisa Taylor, 24, her mother Ruth Taylor, and Jeanette McDonald -- will be cheering for former colleague James Hanson in Sunday's Capital One Cup final.

Former colleague Ruth Taylor said Hanson was "really lovely, a really gentle, nice lad."

"He always talked about his football," she recalled. "He loved it. We knew he were going to make it."

She insisted the 25-year-old striker would not choke after stepping into the national spotlight. "He takes it all in his stride, he's quite a laidback chap is James."

"I think he'll be really excited. It's like a big dream come true for him. He deserves it so much." she added. "They haven't had a lot to celebrate recently have Bradford. This would be a great morale booster, especially for this area. It would just go crazy."

Hannah Postles, 27, a journalist with Bradford's?Telegraph & Argus newspaper, has been covering the growing excitement in the city in articles and?a live blog.

'Big, burly men crying'
She recounted going to a bar to report on people watching the second of two semi-final games against top-tier Aston Villa on television.

"In the last four minutes, I swear I didn't breathe. It was so close, and you could see Villa firing on all cylinders," Postles said. After the final whistle, the emotion came. "Big, burly Bradford men crying is not something you see very often."

"It's hard not to find yourself getting swept up in it," she said. "It's been a massive inspiration to everyone in Bradford."

Her blog for the paper has been filled with reports of fans traveling from all over the world to attend Sunday's game.?

One, Mike Hitch, a ship's captain originally from Bradford, said he was planning to spend more than 21 hours in the air to fly halfway around the world from Tahiti to watch the game.?

"This will never happen again in my lifetime," the 46-year-old said Thursday by phone from the Pacific island. "If anything goes wrong, then I'll be looking for a sports bar in an airport."

Bradford City beat six teams to get to the final, reaching the quarter-finals by triumphing over Premier League team Wigan on penalties after a 0-0 draw. They then drew 1-1 against Arsenal but were victorious in the penalty shootout.

The semi-final against Aston Villa consisted of two games, ending in a 4-3 aggregate victory for Bradford.

Bradford City FC manager Phil Parkinson said that although his players earned "peanuts" compared to counterparts on the Premier League teams they had knocked out of the competition, they possessed "incredible desire."

"Bradford has had some tough times over the last few years -- and not just the football club but the city," he added. "People are now walking around with a spring in their step."

The unlikely success has left many Bradford fans confident of another victory on Sunday.

"We haven?t come this far not to win it,"??said Mark Neale, a member of fundraising group?Friends of Bradford City?who has supported the team for 50 years.?

But he said that "the mere fact they've got to Wembley means this team of players will always be legends in Bradford."

"There's not a lot of pride in Bradford, but the pride in Bradford City (soccer club) is immense and it's rubbing off on people who are not normally interested in football," said Neale, 59.

Alan Carling, of?Bradford City Supporters' Trust, said they had beaten three Premier League clubs "so we?are not phased by a fourth. Bring it on."

"Everyone has been going round Bradford with a big grin on their face.?City's achievements have caught the imagination of the world, and lifted the image of Bradford, which is often subject to condescension?from southern England," he added.

But people with little connection to the area have also been attracted by success of a true underdog.?

Carling said he was interviewed by a Japanese television crew on Wednesday, while Neale received the letter from the Dalai Lama ahead of the game.?

Neale's supporters' group had previously presented the Buddhist spiritual leader with a Bradford jersey while he was in the area, after noticing the similarity between the team's colors and his robes.

In a telephone interview, Tenzin Taklha, one of the Dalai Lama?s secretaries in Dharamsala, India, said while His Holiness was "not really" a soccer fan, Bradford's success was "a fairy tale."?

"Everyone likes these stories and likes to follow that,? he said. "May the best team win ? we?ll keep our fingers crossed."

Twitter, Tumblr, Pinterest''s customer support firm Zendesk hacked

Twitter.jpgTwitter, Tumblr and Pinterest have been caught up in a hacking attack on a firm, which technology companies use to outsource their customer services.

Customer support tool Zendesk noted that a hacker downloaded email addresses of users who contacted those three customers for support, along with the email subject lines.

The company warned customers of the security breach in an email entitled: ?We?ve been hacked.?

According to the website Wired.com, some customers also may have had their phone numbers revealed, but no passwords were revealed.

Zendesk, which has over 25,000 clients, uses software tools to allow companies to outsource a number of their customer service functions.

In an email to affected users, Twitter wrote: ?Zendesk?s breach did not result in the exposure of information such as Twitter account passwords. It may, however, have included contact information you provided when submitting a support request such as an email, phone number, or Twitter username.?

According to the paper, Pinterest and Tumblr sent similar emails warning their potentially affected users.

Moody's strips Britain of triple-A rating in major blow to Osborne

LONDON/NEW YORK (Reuters) - Britain suffered its first ever sovereign ratings downgrade from a major agency on Friday when Moody's stripped the country of its coveted top-notch triple-A rating, dealing a major blow to Chancellor George Osborne.

Moody's said weak prospects for British economic growth, which have thrown the government's deficit reduction strategy off course, lay behind its decision to cut the rating by one notch to Aa1 from Aaa.

Austerity has been the watchword for Osborne's fiscal policy since his Conservative-led coalition came to power in 2010 after an election in which he vowed to defend Britain's triple-A rating, which can help keep down borrowing costs.

But a very slow recovery from the financial crisis has pushed back by at least two years the government's goal of largely eliminating the budget deficit by 2015's election.

The Labour Party blames the deficit on too much austerity.

Nonetheless, Osborne insisted now was not the time to change course. His annual budget due on March 20 is expected to show a further deterioration in the country's fiscal outlook.

"Tonight we have a stark reminder of the debt problems facing our country and the clearest possible warning to anyone who thinks we can run away from dealing with those problems," he said in a statement. "Far from weakening our resolve to deliver our economic recovery plan, this decision redoubles it."

However, the downgrade may fuel unease amongst members of his own party and his Lib Dem coalition partners that Osborne's gamble that he could slash the deficit and ensure a return to growth by the May 2015 election is failing to pay off.

Sterling fell by almost a cent to around $1.5160 after the downgrade, just off Thursday's fresh 2-1/2-year low, and analysts expected it to weaken further on Monday, even if many had seen a downgrade coming sooner or later.

"It's a pretty big deal," said Kathy Lien, managing director at BK Asset Management in New York. "We didn't see a huge reaction in the pound because it's late in the New York session. But you'll see some more aggressive selling when the markets open (in Asia) on Sunday."

Moody's said the outlook on its rating on Britain was now stable, meaning any further change is unlikely for the next year or so.

Britain joins the United States and France in having lost its triple-A rating from at least one major agency, after holding a top-notch rating from Moody's and Standard & Poor's since 1978, and from Fitch Ratings since 1994.

SLUGGISH GROWTH

Moody's said that despite considerable economic strengths, Britain's growth was likely to be sluggish due to a mix of weaker global economic activity - especially in the euro zone - and a drag "from the ongoing domestic public and private-sector de-leveraging process."

"This period of sluggish growth poses challenges to the government's fiscal consolidation program, which we now assume will extend well into the next parliament," Moody's analyst Sarah Carlson said in a telephone interview with Reuters.

But Ed Balls, the Labour Party's main spokesman on finance issues, said the Moody's decision should be a wake-up call for Osborne ahead of his annual budget statement as Chancellor of the Exchequer.

"This credit rating downgrade is a humiliating blow to a Prime Minister and Chancellor who said keeping our AAA rating was the test of their economic and political credibility."

"The issue is no longer whether this Chancellor can admit his mistakes but whether the Prime Minister can now see that, with UK economic policy so badly downgraded in every sense, things have got to change."

Howard Archer, chief UK economist at IHS Global Insight, said a new approach from Osborne was improbable.

"The strong likelihood is though that it will not materially lead to a change in his plans."

Changes are more likely from the Bank of England, which surprised markets earlier this week after it revealed that Governor Mervyn King and two other policymakers favoured restarting bond purchases to boost the economy.

They remained in the minority among their fellow policymakers but economists increasingly expect more stimulus eventually by the central bank.

This - and the central bank's tolerance of above-target inflation - have combined to put pressure on sterling while leaving British government debt relatively shielded.

Charles Diebel, a fixed income strategist at Lloyds, was sanguine about the impact of the downgrade on gilts, as U.S. and French debt was not badly affected when these countries lost their triple-A ratings.

"This has been speculated as inevitable and is most likely largely in the market. I would expect only very limited damage to the gilt curve and to sterling. Historically, losing your AAA is actually a bond bullish event," he said.

Danica Patrick wins pole for NASCAR's Daytona 500

DAYTONA BEACH, Fla. (AP) ? Danica Patrick is at her best in the spotlight.

Good thing, too, because she's going to be there all week.

Patrick won the Daytona 500 pole Sunday, becoming the first woman to secure the top spot for any race in NASCAR's premier circuit. It's by far the biggest achievement of her stock-car career. She's braced for the attention that will follow.

"I think when pressure's on and when the spotlight's on, I feel like it ultimately ends up becoming some of my better moments and my better races and better results," Patrick said. "I just understand that if you put the hard work in before you go out there that you can have a little peace and a little peace of mind knowing that you've done everything you can and just let it happen."

Patrick, who taped interviews Sunday with CNN, ESPN and Good Morning America, was the first woman to lead laps in the Indianapolis 500. She finished third in 2009, the highest finish in that illustrious race for a woman. And she became the only woman to win an IndyCar race when she did it in Japan in 2008.

Her latest stamp in the history books came with a lap at 196.434 mph around Daytona International Speedway. Patrick went out eighth in the qualifying session, then had to wait about two hours as 37 fellow drivers tried to take her spot.

Only four-time Cup champion Jeff Gordon even came close to knocking her off the pole. Gordon was the only other driver who topped 196 mph in qualifying. He locked up the other guaranteed spot in next week's season-opening Daytona 500.

"It's great to be a part of history with Danica being on the pole," said Gordon, who joked that at least he was the fastest guy. "I think we all know how popular she is, what this will do for our sport. Congratulations to her. Proud to be on there with her."

The rest of the field will be set in duel qualifying races Thursday.

However the lineup unfolds, all drivers ? including boyfriend Ricky Stenhouse Jr. ? will line up behind Patrick's No. 10 Chevrolet SS.

"I was brought up to be the fastest driver, not the fastest girl," she said. "That was instilled in me from very young, from the beginning. Then I feel like thriving in those moments, where the pressure's on, has also been a help for me. I also feel like I've been lucky in my career to be with good teams and have good people around me. I don't think any of it would have been possible without that.

"For those reasons, I've been lucky enough to make history, be the first woman to do many things. I really just hope that I don't stop doing that. We have a lot more history to make. We are excited to do it."

Even before her fast lap, Patrick had been the talk of Speedweeks. Not only did she open up about her budding romance with Stenhouse ? Patrick officially filed to end her seven-year marriage to 47-year-old Paul Hospenthal in January ? but she was considered the front-runner for the pole after leading practice sessions Saturday.

Now, she will garner even more hype.

"That's a huge accomplishment," team owner and fellow driver Tony Stewart said. "It's not like it's been 15 or 20 years she's been trying to do this. It's her second trip to Daytona here in a Cup car. She's made history in the sport. That's stuff that we're proud of being a part of with her. It's something she should have a huge amount of pride in.

"It's never been done. There's only one person that can be the first to do anything. Doesn't matter how many do it after you do, accomplish that same goal. The first one that does always has that little bit more significance to it because you were the first."

The result surely felt good for Patrick, especially considering the former IndyCar driver has mostly struggled in three NASCAR seasons. Her best finish in 10 Cup races is 17th, and she has one top-five in 58 starts in the second-tier Nationwide Series.

She raced part-time in 2010 and 2011 while still driving a full IndyCar slate. She switched solely to stock cars last season and finished 10th in the Nationwide standings.

She made the jump to Sprint Cup this season and will battle Stenhouse for Rookie of the Year honors.

Starting out front in an unpredictable, 500-mile race doesn't guarantee any sort of result, but securing the pole will put her in the limelight for at least the rest of the week.

"I don't think about Danica as a female race-car driver," defending Cup champion Brad Keselowski said. "I think of her as a rookie and someone that hasn't won races or proved that she is competitive."

Patrick won the pole at Daytona for last year's Nationwide race.

But this is considerably different, significantly bigger.

The previous highest female qualifier in a Cup race was Janet Guthrie. She started ninth at Bristol and Talladega in 1977.

"It's obviously a history-making event that will last a long, long time," Guthrie said, praising Patrick's feat. "It's a different era, of course. Different times. I can't imagine what I would do with a spotter or somebody telling me how to drive. It's rather a different sport now. Back then, there was a much greater difference from the front of the field to the back."

It was the biggest bang yet. At 0257 GMT on 12 February, a magnitude 5 tremor with its epicentre in North Korea shook a worldwide network of seismic monitors. Hours later, North Korea announced its third official underground nuclear test.

The Comprehensive Test Ban Treaty Organization (CTBTO) in Vienna, which runs the monitoring network, called the seismic signal "explosion-like" and declared it twice as big as North Korea's last test in 2009. That would make this bomb between 8 and 14 kilotonnes ? approaching the 15-kilotonne bomb dropped on Hiroshima, Japan, in 1945. The test brought condemnation from all major governments and the UN.

It was, however, no surprise. Satellites had detected activity at the site of North Korea's previous tests, in 2006 and 2009 ? and maybe, unsuccessfully, in 2010. A new test there seemed to be on the cards.

The CTBTO said the seismic data confirms that the location was "largely identical" to the previous tests. The similarity of the seismic signal to those suggests this was not a radically new design, such as a thermonuclear bomb, says the Institute for Science and International Security.

Blast-related disturbances in the ionosphere seen by GPS satellites are still being analysed, say researchers at Purdue University in West Lafayette, Indiana, and Ohio State University in Columbus.

Resolution pending

What can we expect now? Possibly another blast ? satellite images show two tunnels were built at the site. The UN Security Council is said to be planning another resolution tightening sanctions.

Paradoxically, though, the test might strengthen moves for the US to ratify the Comprehensive Test Ban Treaty. Lack of US ratification is preventing the treaty coming into force. Ratification was a goal during President Barack Obama's first term, but was shelved as opponents claimed a test ban cannot be verified. North Korea's test has demonstrated, again, that it can.

And the test poses two big questions. One is North Korea's claim that the device was "a smaller and light A-bomb unlike the previous ones". This means it might be delivered on a missile, such as the Nodong, with a range of 1300 kilometres. Siegfried Hecker, former head of the US weapons lab at Los Alamos, suspects this blast tested such a lighter device. However, unlike location and yield, its weight before detonation is unverifiable.

The other question, whether North Korea has switched from a plutonium bomb to one using highly enriched uranium (HEU), might be verifiable. A switch would be bad news: North Korea stopped making plutonium in 2008 and is thought to have enough for only eight to 10 weapons, but it has its own uranium and is making HEU. It is also alleged to be collaborating with Iran, which makes HEU too. Iran insists its uranium enrichment is peaceful, so cannot test a device itself.

Gaseous giveaway

Which material this week's blast used will only be clear if it emits gaseous fission products. They should reach CTBTO monitoring stations in days, unless the blast fused surrounding rocks and so prevented gases from escaping, as seems to have happened in 2009. South Korea said this morning that it hasn't detected anything as yet, but a circulation model at the Central Institute for Meteorology and Geodynamics in Vienna, Austria, predicts that relevant air masses should pass over monitoring stations in Russia and Japan today or tomorrow.

Beyond these immediate mysteries, any long-term solution must address why North Korea feels it needs nuclear weapons at all, says Hecker. He argues that this is because it regards the US as an existential threat. Talks could calm these fears.

Yet the US insists North Korea must give up nuclear weapons before it will talk. This insistence may make renewed talks ? and thus any change of direction in North Korea ? unlikely. "We have spent most of the past twelve years not talking to North Korea," says Joe Cirincione, head of the pro-disarmament Ploughshares Fund in San Francisco. "During that time they have conducted three nuclear tests and four missile tests. When we have talked to them, they haven't conducted any tests. They shut down their facilities. That should tell you something."

Both talks without conditions, and ratifying the test ban treaty, require the US to take the initiative. North Korea's nuclear ball is now in Washington's court.

    Analysts are looking for decreased profit for Energy Transfer Partners LP (ETP) when the company reports its results for the fourth quarter on Wednesday, February 20, 2013. Energy Transfer Partners reported profit of 49 cents a year ago, but the consensus estimate calls for earnings per share of 44 cents this time around.

    Despite not changing over the past month, the consensus estimate is down from three months ago when it was 46 cents. For the fiscal year, analysts are projecting earnings of 69 cents per share. Revenue is expected to be $7.18 billion for the quarter, 294.6% higher than the year-earlier total of $1.82 billion. For the year, revenue is projected to come in at $11.15 billion.

    The company has experienced a two-quarter streak of profit loss. In the most recent quarter, profit dipped 44.5% year-over-year, and the figure dropped 24.8% in the second quarter.

    Revenue has declined for the third quarter in a row. The year-over-year drop in revenue was 17.2% in third quarter. Prior to that, revenue fell 23.8% in second quarter and 22.6% in the first quarter year-over-year.

    The majority of analysts think investors should stand pat on Energy Transfer Partners, with eight of 14 analysts rating it hold. Energy Transfer Partners? average analyst rating hasn?t changed over the past three months.

It also sells propane and propane-related products and services to residential, commercial, industrial and agricultural customers.     White House wants Congress to create $2 billion green energy fund

    WASHINGTON (Reuters) - President Barack Obama wants Congress to create a $2 billion clean-energy transportation fund using fees paid by oil and gas producers on federal lands, the White House said Wednesday, expanding a plan announced in Obama's State of the Union address.

    "This $2 billion investment will support research into a range of cost-effective technologies - like advanced vehicles that run on electricity, homegrown biofuels and domestically produced natural gas - (and) will be funded by revenue generated from federal oil and gas development," according to a White House outline of the initiative.

    The size of the fund pales in comparison to a similar initiative Obama backed in his first term, though.

    Between 2009 and 2011, the U.S. Department of Energy extended nearly $9 billion in loans to automakers to support cleaner vehicle technologies. Those included a $5.9 billion loan to Ford Motor Company to upgrade facilities and raise the fuel efficiency of its cars.

    The new program's aim would be "shifting our cars and trucks off oil," a White House document said, while also saying that the United States would continue to rely on "responsibly produced oil and natural gas."

    Obama said in Tuesday night's address that his administration would promote a shift from carbon fuels to emissions-free energy sources that do not promote global warming.

    The White House document called on Congress to establish an "Energy Security Trust" that would be administered by the Energy Department.

    The five-page memo, entitled "President Obama's blueprint for a clean and secure energy future," touted the administration's "all of the above" strategy that meshes expanded oil and gas production with clean energy investments.

    The plan for an Energy Security Trust resembles a proposal from Alaska's Lisa Murkowski, the senior Republican on the Senate Energy and Natural Resources Committee.

    Getting cross-party support would be key to passing legislation to make Obama's proposal a reality.

    "I intend to get to work on this as soon as possible," Murkowski said in a statement on Wednesday.

    Republicans like Murkowski would likely want the White House to expand energy drilling as a price for their support - a concession that would not sit well with some Democrats.

    The plan could also struggle at a time of tight budgets since money going into the trust would divert funds otherwise bound for the U.S. Treasury.

    The size of the proposed fund would also be dwarfed by the 2009 federal stimulus that provided $27.2 billion for energy efficiency and renewable energy research and investment.

    Some of that money backed the Department of Energy loan guarantee program that aided failed solar panel maker Solyndra.

    Still, the plan was applauded by energy security groups that said it was a way to loosen U.S. dependence on oil suppliers in the Middle East.

    Secure America's Future Energy, an advocate for domestic energy production, said the president's plan could chip away at the military's reliance on foreign fuel.

    "That dependence is a true vulnerability," retired U.S. Marine Corps General James Conway said in a conference call to promote the Energy Security Trust.

    The Pentagon is the nation's largest fuel buyer.

    Some vets crying foul over SEAL's claims

    Esquire's upcoming cover story profiling the U.S. Navy SEAL who killed Osama bin Laden is being questioned by critics who say the magazine falsely claims the former SEAL Team 6 member has been denied health care since leaving the military.

    In the 15,000-word story (?The Man Who Killed Osama bin Laden ... Is Screwed?) posted online Monday, writer Phil Bronstein states that the SEAL has been given "nothing. ... No pension, no health care, and no protection for himself or his family.?

    But according to Stars and Stripes magazine, the claim about health care is wrong:

    Like every combat veteran of the Iraq and Afghanistan wars, the former SEAL, who is identified in the story only as ?the Shooter?, is automatically eligible for five years of free health care through the Department of Veterans Affairs.

    Stars and Stripes contacted Bronstein, who told the paper that no one told the SEAL he was eligible for health care benefits. He also said that there wasn?t enough space in the Esquire article to, as Stars and Stripes put it, "explain that the former SEAL?s lack of health care was driven by an ignorance of the benefits to which he is entitled."

    In the Esquire piece, Bronstein also states that the SEAL was not given a pension. But according to the Stars and Stripes piece, no officer who serves less than 20 years gets a pension "unless he has to medically retire."

    ?Misinformation like this doesn?t help veterans,? Brandon Friedman, a former VA public affairs officer, told Stars and Stripes. ?When one veteran hears in a high-profile story that another veteran was denied care, it makes him or her less likely to enroll in the VA system.?

    Esquire posted a lengthy rebuttal of Stars and Stripes on its website, taking issue with the newspaper's headline, "Esquire article wrongly claims SEAL who killed bin Laden is denied healthcare":

    Nowhere in Bronstein's piece does he write that the Shooter was "denied" healthcare. Rather, what Bronstein's piece properly establishes is that once the Shooter and his colleagues separate from the service, they must go into the private market to buy insurance to match the coverage for themselves and their families that they had when they worked for the government, and that this transition is an abrupt one.

    The magazine also rebutted Stars and Stripes' claim that all Iraq and Afghanistan war veterans are automatically eligible for five years of free health care:

    There is nothing automatic about benefits from the VA. Sources from the VA tell us that only 40% of eligible veterans use the benefits, because, as was the case with the Shooter, they aren't aware the benefits exist.

    Esquire also noted that Bronstein did mention that "VA does offer five years of benefits for specific service-related claims," but that they are "not comprehensive" and do not cover "the Shooter?s family."

    Dropbox for Teams adds an admin console for cloud storage overlords

    Although Dropbox made a concerted push into pro-grade cloud storage with Dropbox for Teams more than a year ago, it didn't have a truly centralized place for a team's overseers to keep tabs on everyone involved. An update today brings in a console to make sense of it all. Along with providing a much simpler at-a-glance view of goings on across an entire group, the console lets administrators tighten access limits from user to user: they can prevent people from using their personal smartphones and tablets with the corporate account, for example, and can ask certain people to sign in with two-factor authentication if there's more of a risk. The refresh might rain on the parades of those who want to use their Teams accounts for both work and play, but it's good news for companies that would rather not risk malware or other rude surprises.
