Stark choice for GOP voters in Texas Senate runoff

SAN ANTONIO (AP) ? The question for voters in Tuesday's Texas runoff isn't whether a Republican will likely succeed Kay Bailey Hutchison in the U.S. Senate, but what kind of Republican? The answer figures to reverberate far beyond the Lone Star State.

In an election representing one of the nation's most vivid contrasts between the GOP establishment and the tea party, longtime Lt. Gov. David Dewhurst faces a major threat from former Texas Solicitor General Ted Cruz. Two months after Dewhurst's decisive win in a nine-candidate primary signaled he might coast to victory, the battle is considered too close to call.

Cruz blocked Dewhurst from the majority he needed to avert a runoff, and his insurgent candidacy has been buoyed ever since by money and influence from conservative groups in and outside of Texas.

Both camps pinned their hopes on getting people to the polls for Tuesday's runoff, which was pushed to summer because the initial primary was delayed from Super Tuesday to May due to a legal battle over redistricting maps drawn by the GOP-dominated Legislature.

"We are seeing a high turnout, which I think is terrific because everything we're seeing is that conservatives are energized and excited and showing up to vote," Cruz said Monday on the Joe Pags Show on WOAI radio in San Antonio. "This race will come down 100 percent to turnout."

At a Houston campaign stop early Tuesday, Cruz once again emphasized the need for "conservatives" to vote, telling them not only to cast their own ballot, but to bring 10 friends with them.

"We are here today because of grass-roots conservatives all over the place," Cruz told about two dozen supporters who stood outside a polling place in one of Houston's most upscale neighborhoods.

Cruz said he heard from voters statewide interested in changing what they view as insider-politics in Washington.

"That's the way the Democratic process is supposed to work. It's not supposed to be a bunch of guys in a smoky room in Austin picking the next Senator," Cruz added.

Dewhurst also planned to meet voters in Houston.

Early voting ended Friday, and about 3.3 percent of registered Republicans cast ballots ? a stronger turnout than expected, especially for a runoff coming so deep into summer doldrums.

Natache Reeves, a 42-year-old nurse from the Dallas-Fort Worth suburb of Grapevine, said she voted for Cruz because he had former Alaska Gov. Sarah Palin's support and was less likely to restrict handgun use.

"I love Sarah Palin, and she's backing Ted Cruz," Reeves said. "I pretty much agree with everything that rolls out of her mouth."

Frank Martinez of Dallas said he couldn't support Cruz even though they shared Cuban roots, and despite finding Dewhurst's campaign ads "very mean."

"I think (Dewhurst) has more experience, and he's not a lawyer. So the ad worked," said Martinez, a 54-year-old immigrant who is unemployed after a workplace accident two years ago left him disabled.

The race is being watched nationally as a test for the tea party against well-entrenched Texas Republicans who unaccustomed to losing. Texas hasn't elected a Democrat to statewide office since 1994.

Cruz's recent success is drawing comparisons to Indiana, where state Treasurer Richard Mourdock defeated incumbent Sen. Richard Lugar in the Republican primary. But in Texas, the nation's second-most populous state, a win by a tea party-backed candidate likely would resonate even more.

While Democrats also are squaring off in a Tuesday runoff, the GOP nominee figures to be the overwhelming favorite in November to replace Hutchison, who is retiring.

Dewhurst has overseen the Texas Senate from the powerful lieutenant governor's post since 2003 and has been endorsed by popular Gov. Rick Perry and much of the state's Republican establishment.

Cruz is the son of a Cuban immigrant who has a fiery public speaking style that has stirred up grassroots groups.

An Air Force veteran who also was stationed in Bolivia for the CIA, Dewhurst spoke Monday in San Antonio at one of the oldest Veterans of Foreign Wars posts in the country, flanked by Perry and Peter Holt, the owner of the city's NBA franchise, the Spurs.

Retired U.S. Navy fighter pilot Jake Ellzey spoke at the rally, telling the crowd, "I dare Ted Cruz to come in to any VFW post anywhere in the state and talk about fighting."

"Mr. Cruz, you're not a fighter because you've never worn the uniform," Ellzey said.

Asked if that was a fair assessment, Dewhurst said, "I agree with the commander."

"Normally, I've found in my life that the louder you speak, probably, the less of a fighter you are," he continued.

Cruz describes himself as the race's only true fighter for conservative values. A spokesman for his campaign, James Bernsen, said Monday that Ellzey's and Dewhurst's comments offended him as a veteran of the Iraq war.

"I find it offensive to make it a litmus test," Bernsen said. "Ted is very supportive of the military. But this is not something that should be politicized, period."

Key role for Bill Clinton at Democratic convention

WASHINGTON (AP) ? Former President Bill Clinton will have a marquee role in this summer's Democratic National Convention, where he will make a forceful case for President Barack Obama's re-election and his economic vision for the country, several Obama campaign and Democratic party officials said Sunday.

The move gives the Obama campaign an opportunity to take advantage of the former president's immense popularity and remind voters that a Democrat was in the White House the last time the American economy was thriving.

Obama personally asked Clinton to speak at the convention and place Obama's name in nomination, and Clinton enthusiastically accepted, officials said. Clinton speaks regularly to Obama and to campaign officials about strategy.

Clinton's prominent role at the convention will also allow Democrats to embrace party unity in a way that is impossible for Republican rival Mitt Romney.

George W. Bush, the last Republican to hold the White House, remains politically toxic in some circles. While Bush has endorsed Romney, he is not involved in his campaign and has said he does not plan to attend the GOP convention.

Clinton will speak in prime-time at the Democratic convention in Charlotte, N.C., on Sept. 5, the night before Obama formally accepts the party nomination. While the number two on the ticket often speaks that night, the Obama campaign has instead decided that Obama and Vice President Joe Biden will speak on the same night.

Biden will introduce Obama on Sept. 6 before tens of thousands of people expected to fill an outdoor stadium in Charlotte, and millions more on television.

The vice president's speech will focus on outlining many of the challenges the White House has faced over the past four years and the decisions Obama made to address them, officials said.

"To us it's about deploying our assets in the most effective way," Obama campaign strategist David Axelrod said. "To have President Clinton on Wednesday night laying out the choice facing voters, and then having Vice President Biden speak right before the president in prime time on Thursday, giving a testimony to the decisions the president has made, the character of his leadership and the battle to rebuild the middle class that's so central to our message."

Clinton's role at the convention was to be formally announced Monday. It was first reported by The New York Times.

Clinton spoke at the 2008 convention, part of a healing process for the Democratic party following the heated primary battle between Obama and the former president's wife, Hillary Rodham Clinton.

Since then, the ties between Obama and Bill Clinton have strengthened significantly. Obama has called on the former president for advice several times during his term and the two have appeared together this year at campaign fundraisers for Obama's re-election bid.

    3 killed in Pa.; suspect fled with daughter, 4

    Three people were shot dead Friday night in rural Pennsylvania, state police said Saturday, and the suspect was later arrested after fleeing with his four-year-old daughter. One of the dead reportedly was the child's mother.

    Kevin Cleeves, 35, was under arrest and his daughter was safe in police custody,?NBC affiliate WGAL TV reported.?


    During the search for Cleeves, police also initiated an Amber Alert for the child.?

    The shootings happened in Quincy Township and Cleeves was arrested some 250 miles away in Austintown, Ohio.

    Police said Cleeves had argued with the victims Friday night when he went to pick up his daughter from his wife, the Record Herald of Waynesboro, Pa., reported.

    The dead were identified as Brandi Cleeves, Vincent Santucci and Rosemary Holma, the Record Herald stated.

    Austintown, Ohio, Police Chief Bob Gavalier talks about the arrest.

    The Herald-Mail of Hagerstown, Md., reported the court documents indicate Brandi Cleeves was the child's mother and Cleeves' wife.

    Austintown Police Chief Bob Gavalier?said it was his understanding that the Cleeves were separated, and that Santucci was Brandi Cleeves' boyfriend and that Holma was his mother.

    More details were expected to be released later Saturday.

    HBT: Braves sign Miguel Batista, but why?

    Aaron Gleeman said this yesterday after Miguel Batista got released by the Mets:

    It?s hard to imagine Batista getting another big-league job at this point, but then again I?ve been saying that since about 2008.

    He?ll get a chance to say it again, because the Braves just signed Batista.

    Atlanta had Livan Hernandez for a while this year and then they released him, so I?m not sure why they want a less-durable, more literary version of him. I guess they just missed having a way-past-his-sell-date former Washington Nationals swingman on the roster. We all have our kinks.

    Batista pitched 46 and two-thirds innings for the Mets this year, starting in five games and coming out of the pen for 25. He notched a 4.82 ERA and struck out 34 while walking 31 (!) batters.

    If any of you are seeing anything in that stat line that I?m missing which would help a team with pretensions of contending, please feel free to point it out to me in the comments. Because I?m at a total loss.

    Harman Kardon is a fixture in the audio world, blending unique visual design and high- quality performance to make stand-out products like the SoundSticks III PC speakers ($169.95, 4.5 stars). Aside from a couple of in-ear models several years ago, headphones have not been part of the speaker manufacturer's lineup, so the Harman Kardon CL ($199.95 direct), is something of a debut for the established speaker company. This well-designed pair of headphones offer solid audio performance and, like most Harman Kardon products, looks good doing it. The headphones are reminiscent of the lineup from Bowers & Wilkins, another speaker icon that has recently tried its hand at consumer-level headphones. The CL is a strong first attempt, but it has some fierce competition in the $200 price range.

    Design
    As mentioned, a quick look at the CL, and one headphone pair immediately comes to mind: The Bowers & Wilkins P5 Mobile Hi-Fi Headphones ?($299.95, 4.5 stars). Both pairs are on-ear (supra-aural) headphones with rectangular earpads and a design that feels simultaneously retro?in the space age sense?and modern, thanks to the use of black leather and metallic accents. However, it's the Bowers & Wilkins P3 ($199.99, 4 stars) that the Harman Kardon CL matches up with in terms of price. And for this price, you get a few more extras than you do from B&W.

    The CL, which folds down flat like many modern headphones, features a removable cable?which helps increase the value of the pair, as you can replace the cable without having to replace the headphones if it's the only thing that is damaged?as well as a removable headband. The metallic headband acts as a sort of shock mount for the secondary padded leather headband that sits underneath it, which is the part that actually touches your head.

    Unlike most headbands, the CL's metallic and leather combo more or less adjusts itself to your head; you needn't fiddle with it to get the right fit. The size of the metallic band makes all the difference in the world here?a small and large band are included?so if they are uncomfortable at first, try switching out the bands. Generally speaking, the fit is very secure and comfortable. But over longer listening periods, the earcups can feel as if they're pressing too firmly against your ears. If you wear glasses, this can be a bit uncomfortable, but not so much that it's a deal-breaker.

    The CL ships with a far nicer case than the equally-priced P3. The P3's is sturdy and small, but it's sometimes a struggle to fit the headphones completely into its tight confines, whereas the CL's case is less deep, but larger. It looks like a black leather daily planner from some angles. This is possible because, when the CL's earcups fold down flat, the headphones become quite narrow, and there's no need for a deep case. The P3's case probably protects the headphones better, if you manage to stuff them entirely in there, but the CL's carrying pouch is one of the classiest accessories we've seen accompany headphones, so that's got to count for something.

    The iOS controls and microphone built into the cable, along the left ear, allow for answering and ending calls, as well as adjusting the volume and navigating tracks. Call clarity is fine.

    In an era dominated by in-canal earphones and bulkier over-the-ear (circumaural) headphones, like the Beats by Dr. Dre ($349.95, 4 stars), Harman Kardon and B&W seem to be dialing back the bulk and focusing primarily on simplicity and style. Thankfully, both manufacturers are also both quite focused on audio performance.

    Performance
    The Harman Kardon CL packs a nice punch?rich, deep bass without going overboard, combined with crisp highs and plenty of definition in the mids. Unsurprisingly, the same can be said about Harman Kardon's excellent Soundsticks III, a PCMag favorite?though those are computer speakers. The CL does produce the slightest hint of distortion at absolute maximum volume on some tracks with seriously deep bass, but the distortion is so negligible and barely noticeable?and that listening level is so unsafe for human ears?we're not going to dwell on this other than to briefly mention it. Basically the CL offers powerful, clean playback for 95 percent of the music out there at absolute maximum volume, and all music at just one volume notch below, which is still a higher volume level than you should be listening at.

    The Knife's "Silent Shout" is the minor distortion culprit, but again, the distortion is so minor, it's nearly undetectable. At a hair below maximum volume, it disappears completely, and the bass response is quite deep, resonant, and intense. This song's powerful electronic kick drum beat is aided by the clarity and crispness of the high-mids and highs the headphones produce.

    The CL really shines on classical music, like John Adams' piece, "The Chairman Dances." The pulsating brass lines are punchy, while the corresponding parts for the lower-register strings are delivered with an appropriate amount of resonance?nothing booming, but nothing too thin, either.

    Pop, rock, and hip hop all sound fantastic on the CL?David Bowie's "Golden Years" lets the excellent, hard-panned guitar work shine while the headphones still provide plenty of clarity for his excellent vocals, and just the right amount of thump and low-end from the rhythm section. Jay-Z and Kanye West's "No Church in the Wild" has a beat that the CL delivers with an intensity that at times feels like it could match a massive club PA system, but clarity always seems to be the priority, so with all of these genres, things are never muddy.

    This brings us to the primary difference between the B&W P3 and the Harman Kardon CL. The CL's clarity comes from its crisp highs and well-defined mids. There's some exaggeration there, for sure, but it's not over-the-top and it never sounds harsh. The P3 never sounds bad, either, but it delivers a much different sound signature. Both pairs have substantial bass response, but the P3 couples its low-end with far less sculpting in the high frequencies. Side by side on the same tracks, you might think the P3 even sounds a bit muffled, but on its own, it sounds fantastic, as well?it simply doesn't boost the highs and mids with the same intensity as the CL. If you've whittled your shopping down to these two pairs, that is the primary difference between their sonic performance.

    Perhaps $200 is not within your budget, but you'd still like a pair of on-ear headphones with iPhone controls. Luckily, there are plenty of choices, though you will have to take a step down a bit in terms of audio performance. The Senta-40 Wood headphones by C. Crane ($59.95, 3.5 stars)? and SOL Republic Tracks ($99.99, 4 stars) are both solid, less- expensive options. If you're looking for an in-ear pair that delivers similar performance to the CL and P3?we've yet to test Harman Kardon's new earphone pair, but the Bowers & Wilkins C5 In-Ear Headphones ($179.95, 4.5 stars) are, unsurprisingly, similar in sound signature to the CL and P3.

    If I personally had to choose between the P3 and the CL, however, it would be tough. I do prefer the added bit of crisp edge the CL packs in the highs, but it is noticeably less comfortable over long-term listening sessions than the P3?especially if you wear glasses like I do. Both pairs, however, are worth your serious attention if you're looking in the $200 range.

    Hunter-gatherers, Westerners use same amount of energy, contrary to theory

    ScienceDaily (July 25, 2012) ? Modern lifestyles are generally quite different from those of our hunter-gatherer ancestors, a fact that some claim as the cause of the current rise in global obesity, but new results published July 25 in the open access journal PLoS ONE find that there is no difference between the energy expenditure of modern hunter-gatherers and Westerners, casting doubt on this theory.

    The research team behind the study, led by Herman Pontzer of Hunter College in New York City, along with David Raichlen of the University of Arizona and Brian M. Wood of Stanford measured daily energy expenditure (calories per day) among the Hadza, a population of traditional hunter-gatherers living in the open savannah of northern Tanzania. Despite spending their days trekking long distances to forage for wild plants and game, the Hadza burned no more calories each day than adults in the U.S. and Europe. The team ran several analyses accounting for the effects of body weight, body fat percentage, age, and gender. In all analyses, daily energy expenditure among the Hadza hunter-gatherers was indistinguishable from that of Westerners. The study was the first to measure energy expenditure in hunter-gatherers directly; previous studies had relied entirely on estimates.

    These findings upend the long-held assumption that our hunter-gatherer ancestors expended more energy than modern populations, and challenge the view that obesity in Western populations results from decreased energy expenditure. Instead, the similarity in daily energy expenditure across a broad range of lifestyles suggests that habitual metabolic rates are relatively constant among human populations. This in turn supports the view that the current rise in obesity is due to increased food consumption, not decreased energy expenditure.

    The authors emphasize that physical exercise is nonetheless important for maintaining good health. In fact, the Hadza spend a greater percentage of their daily energy budget on physical activity than Westerners do, which may contribute to the health and vitality evident among older Hadza. Still, the similarity in daily energy expenditure between Hadza hunter-gatherers and Westerners suggests that we have more to learn about human physiology and health, particularly in non-Western settings.

    "These results highlight the complexity of energy expenditure. It's not simply a function of physical activity," says Pontzer. "Our metabolic rates may be more a reflection of our shared evolutionary past than our diverse modern lifestyles."

    HBT: What should Marlins have done, really?

    Look, I?d be just as happy to kick Jeffrey Loria to the curb as the rest of you. I?m not going to slam him for all of the sliminess involving the Marlins ballpark deal because in those?maneuverings, he?s basically just doing everything Bud Selig wants his owners to do. But, yeah, as far as MLB owners go, I think he?s the worst of the bunch.

    That said, what should the Marlins be doing differently right now? They went for it, signing Jose Reyes, Mark Buehrle and Heath Bell to big contracts, and they came up way short. Should they have tried to re-sign Anibal Sanchez to a four-year, $48 million deal and gone forward with the same bunch of guys who couldn?t get it done this year? It wouldn?t have made a lot of sense.

    I don?t see this as nearly as disgusting as the Marlins? previous fire sales. They tried their?damnedest?with Hanley Ramirez and it just didn?t look like it was going to work out. Trading him wasn?t all about saving money ? if the reports are correct, they offered to pay $20 million of what he was still owed in order to get better prospects for the A?s ? it was also about trying to build a team in which the pieces fit better than they may look on paper.

    And it?s not like the Marlins have done any real damage with their spending. None of the contracts they gave out last winter established a new market for players. Six years and $106 million for Reyes? Someone else would have gone that high had the Marlins not moved so quickly. Four years and $58 million for Buehrle? That?s the deal that looked the most out of line at the time, but then, he made $56 million over the previous four years. Three years and $27 million for Bell? Of course, it looks like a bust now, but he had the track record. Maybe no other team would have gone three years at that rate, but he would have received at least $18 million for two years elsewhere.

    Honestly, I think the Marlins are going about things the right way now. Given his history of arm problems and his status as one of the top three free agent pitchers available this winter, Sanchez was going to be a very risky signing. And as great as Ramirez was a few years ago, I?m not convinced he ever would have turned it around in Miami.

    But with those two gone, the Marlins are facing their toughest decision; whether to trade Josh Johnson. If they keep him, they?re not going to be in bad position going into 2013. A rotation that includes Johnson, Buehrle and the newly acquired Nathan Eovaldi, along with probably either Ricky Nolasco or Carlos Zambrano andwith two premium youngsters on the way in Jacob Turner and Jose Fernandez looks pretty good. One of the Marlins? biggest issues this year is that neither Giancarlo Stanton nor Logan Morrison has ever been 100 percent. Stanton still has MVP potential, and Morrison could break through offensively and prove more useful defensively at first base. If they use their savings this week to bring in a premium outfielder and a quality third baseman, they could pose a threat in the NL East.

    Or they could continue down this path and sell Johnson. As difficult as he?d be to replace in free agency, it?d make a run in 2013 far less likely. On the other hand, they?d have the chance to continue to add to a farm system that entered 2012 as one of the game?s weakest and maybe bolster their chances for 2014 and beyond. I like the idea of retaining Johnson; the NL East should be winnable next year and the Marlins need to try to keep people interested in coming to their new ballpark. Still, if the Rangers are willing to offer a Hanley replacement in Mike Olt and a quality pitching prospect, it might be hard to turn down.

    Pulling CO2 from air vital, but lower-cost technology a stumbling block so far, experts say

    ScienceDaily (July 24, 2012) ? Emerging techniques to pull carbon dioxide from the air and store it away to stabilize the climate may become increasingly important as the planet tips into a state of potentially dangerous warming, researchers from Columbia University's Earth Institute argue in a paper out this week.

    The upfront costs of directly taking carbon out of the air will likely be expensive, but such technology may well become cheaper as it develops and becomes more widely used, and cost should not be a deterrent to developing such a potentially valuable tool, the authors said.

    The techniques would address sources of CO2 that other types of carbon capture and storage cannot, and have the potential to even lower the amount of CO2 in the atmosphere -- significant because the world may already have crossed beyond the point where the climate can be stabilized by just limiting emissions.

    "The field of carbon sequestration, the field of capture and storage as a community is too timid when it comes to new ideas," said lead author Klaus Lackner, director of the Lenfest Center for Sustainable Energy. "You cannot rule out new technology simply because the current implementation is too expensive."

    Lackner and his colleagues at the Lenfest Center, part of the Earth Institute, summarize the technical and financial obstacles facing direct air capture of carbon in the review paper, "Urgency of development of CO2 capture from ambient air," published in the journal Proceedings of the National Academy of Sciences. Lackner has been working on the problem for more than a decade, and he founded a company in 2004 to work toward commercializing the techniques.

    Various methods are being developed to extract CO2 directly from stationary sources such as coal-fired power facilities and steel and cement manufacturing plants, storing the CO2 underground or using it for other purposes, such as feeding algae farms to produce biofuel. But these systems do not address the problem of emissions from mobile sources such as cars, trucks and airplanes.

    CO2 in the atmosphere, building up from humans' burning of fossil fuels and other activities, has led to warmer average temperatures across the globe, melting ice sheets and glaciers, raising sea levels and producing more frequent extreme weather events. Nine of the 10 warmest years in the modern meteorological record, since 1880, have occurred since 2000; the first six months of 2012 were the 11th warmest on record, based on land and ocean surface temperature measurements, according to the National Oceanic and Atmospheric Administration and the National Climatic Data Center.

    CO2 can linger in the atmosphere for hundreds of years; to stabilize and possibly reduce it will take concerted, long-term efforts across the globe -- including the replacement of fossil fuels as an energy source. But, the authors contend, that is not likely to happen fast enough.

    "Stabilizing atmospheric CO2 will require drastic emissions reductions," the authors write. "Carbon-free renewable and nuclear energy resources are theoretically sufficient for humankind's energy needs, especially if combined with significant increases in energy efficiency. It is unclear, however, whether these resources can be deployed rapidly and widely enough and overcome socio-political obstacles related to cost, environmental impacts, and public acceptance."

    That's where carbon capture and storage comes in. These emerging technologies have the potential to nearly eliminate CO2 emissions from fossil fuel plants. But, the authors say, even modest residual emissions of 10 percent from those plants would prevent us from stabilizing atmospheric CO2 in this century. Air capture technology could be used to mitigate that, and also to deal with the potential problem of CO2 leaking from storage systems, some of which include pumping CO2 deep into the ground.

    And, the authors said, those systems do not address all the CO2 coming from more diffused sources, such as in the transportation sector. Those sources account for between a third and a half of society's total CO2 emissions.

    Developing systems to capture CO2 directly from the air could help. The paper looks at various methods. As CO2 passes through the systems, it is pulled into absorbent liquids or surfaces, then separated out. But CO2 is less concentrated in ambient air than it is coming out of a stationary source like a power plant. The key is to find a way to grab a lot of CO2 out of the air with a minimum expense of energy. Estimating the cost of that technology right now is impossible, the authors said.

    But if a mass-produced device could capture a ton of CO2 per day, a million of them, like forests of artificial trees, could capture more than a tenth of humans' total output of CO2 today.

    The authors caution that the development of various types of carbon capture and storage should not be seen as an argument for doing nothing about how we burn energy.

    "In a way, it's too late to argue that we shouldn't consider [such] solutions. The concern that this kind of technology would give us an excuse not to do anything [to reduce carbon emissions] is wrong, because we're too late for that," Lackner said. "We have to push very hard right now, and we have to have every means at our disposal to solve this problem."

    The paper stands in contrast to a report put out last year by the American Physical Society, which flatly states that direct air capture of CO2 "is not currently an economically viable approach to mitigating climate change."

    Without dramatic cost reductions, that report contends, other options for reducing CO2 output from decentralized sources will be more economically feasible -- including increasing efficiency; switching to cars and other devices powered by electricity coming from non-carbon-based sources, such as nuclear, solar and wind; and using low-carbon fuels created from biological or other materials.

    Government-sponsored efforts to foster research and development of carbon capture and sequestration are mostly focused on removing CO2 from stationary sources, and even that technology still faces serious financial and technological challenges.

    But Lackner and colleagues argue that many other technologies have started out at extremely high cost, which has dropped as the technology is refined and products are produced on mass scales. They also contend the air capture systems could reduce the cost of transporting captured carbon from stationary sources to storage sites.

    "Demanding an assurance of economic viability at the outset stifles innovation, favors incrementalism and keeps game-changing ideas from consideration," the authors said. Even if the technology started with a baseline cost of $600 per ton of CO2, the cost could probably be substantially reduced as the technology develops. "The challenge seems large but no larger than the corresponding challenges in other climate mitigation technologies," they say.

    Taking CO2 directly out of the air has been going on for decades on a small scale in submarines and spaceships. Processes for liquefying air already require removal of water and CO2, too.

    Lackner, a director and adviser to Kilimanjaro Energy, the company he founded, is studying how certain resins could absorb CO2. He and co-author Allen Wright of the Lenfest Center are shareholders and consultants to Kilimanjaro, one of three companies working on various air capture techniques.

    Another company working on air capture technology, Global Thermostat, was formed by two Columbia University professors: Peter Eisenberger, a physicist who founded the Earth Institute and formerly ran research labs for Bell Labs and Exxon, and Graciela Chichilnisky, an economist, mathematician and entrepreneur.

    Lackner and Wright's co-authors include Sarah Brennan, J?rg Matter, A.-H. Alissa Park and Bob van der Zwaan, all affiliated with the Lenfest Center. Matter also works at the Earth Institute's Lamont-Doherty Earth Observatory; van der Zwaan also works for the Energy Research Centre of the Netherlands.

    Libor scandal makes it more costly for bankers to get insured

    BOSTON/LONDON (Reuters) - Some of the world's largest insurers for corporate directors and officers could be on the hook for hundreds of millions of dollars in claims over the next few years to cover legal costs for people caught up in the LIBOR scandal.

    As a result of those costs, which insurers fear could accumulate for the next few years, already rising insurance rates stand to go even higher for all companies.

    Directors and officers (D&O) insurance pays a wide range of defense costs for executives who get sued as a result of business decisions, from the initial inquiries all the way through the last stages of trial or settlement.

    The sums involved are substantial. Consultants Towers Watson reported that in 2011, companies with more than $10 billion in assets on average carried $187.5 million in insurance coverage.

    More than a dozen banks are under investigation by authorities in Europe, Japan and the United States over the suspected rigging of the London interbank offered rate (Libor), a key interest rate used to price trillions of dollars worth of financial products.

    Last month, Barclays paid a $453 million fine after admitting that its traders attempted to manipulate Libor, which is used to price loans and mortgages. While the traders at the center of the probe would be unlikely to be senior enough to have D&O insurance, their bosses would, and claims are already rolling in.

    According to one brokerage industry source, big claims could push costs up for everyone. Rates for coverage were already rising this year -- at least 5 percent over last year, brokers say - because insurers were squeezed after years of price weakness.

    "Any industry is nervous when it doesn't know what the parameters are. We're going to be spending the next three-to-five years getting our heads around how much this is going to cost," the source said.

    Already, bankers looking to buy coverage are facing intense scrutiny from insurers. Among the biggest names in the market are companies like AIG , XL and Chubb .

    "If someone's applying for coverage now, the underwriters will probably ask 'Why now, not last year?'" said Richard Canter, president of SKCG Group, which provides insurance advisory services to financial firms.

    "Either the underwriters will price the product accordingly or, if there's any potential for a claim and they don't (already) have coverage the underwriters will just exclude that issue," he said.

    COURT FIGHT AHEAD

    To be sure, whatever the losses end up being, they will be a fraction of what insurers pay out for other kinds of events. U.S. insurers lost more than $10 billion in the second quarter of 2012 just from natural disasters like hail storms and heavy winds, dwarfing whatever D&O claims could generate.

    Still, in most cases of alleged Libor manipulation investigations are ongoing and many potential victims are still researching how they may have been affected, and what civil and criminal penalties and remedies are available.

    "When claims first come in there's an element of wait and see, but as it's begun to mature, the feeling is that whatever happens they're going to end up paying a lot of money. The big fear across most of the market is who else is going to get dragged in," said a second London-based brokerage source.

    One experienced D&O litigator said it is likely that insurers will fight to avoid paying out.

    "The insurers are likely regarding this as a potentially large exposure, in terms of the financial institutions that they've insured, and are likely to contest these claims," said Alex Hardiman, an attorney at Anderson Kill & Olick in New York who specializes in insurance litigation.

    "I think that if, as appears likely, there is a lot of shareholder litigation that comes out of the Libor issues, then I think they will certainly put up a bunch of defenses to coverage," he said.

    Insurers will be hoping that criminal charges are brought in as many cases as possible, as D&O policies typically become invalid when the underlying actions are found to be illegal.

    "It's kind of sad to say, but we're rooting for them all to be criminals," the second brokerage source said.

    PUBLIC SCRUTINY

    Another risk insurers face is that if customers can prove financial products were priced incorrectly due to Libor manipulation, errors and omissions insurance policies could be triggered as well.

    For example, if a bank fudged its Libor submissions, and there was evidence that a customer of that bank paid too much for a financial product due to that "error" in rate setting or "omission" of information could be cause for enormous damages.

    "In the event customers can prove they've suffered a financial loss ... that's the area I'm sensing insurers are apprehensive about," said Matthew Rolph, head of management liability in the UK for brokers Marsh Inc.

    Part of the problem, insurance brokers say, is that in cases like this there is so much more focus on individuals than there used to be. Whereas at one time covering a company was enough, now executives are more acutely aware of the risks they face personally, both criminally and civilly.

    "Collectively, we're seeing real scrutiny around individual risk profiles, more so than we've seen in previous years," said Rolph. "You're seeing the vilification of individuals, fairly or unfairly, in the public domain, and it's very much resting on the individual."
